The Journey

A 20-Year Transformation

Joseph Baker's story is not one of privilege — it is one of persistence. Raised in circumstances that placed every statistical odd against him, Joseph made a decision early in life that education would be his path forward. That decision led him to Purdue University Global, where he would earn not one, but four degrees — a testament to the transformative power of higher education that now anchors every aspect of his advocacy work.

Over the course of two decades, Joseph moved from student to scholar, from personal transformation to statewide advocacy. He has worked alongside researchers, legislators, educators, and community organizations to address the systemic barriers that keep underserved students from accessing quality education and that drive formerly incarcerated individuals back into the justice system.

His work is rooted in lived experience and disciplined research. As a leader within the National Civil Rights Research and Records Institute (NCRRRI), Joseph has contributed to published analyses on voting rights, education equity, and justice reform — applying an academic framework to issues that remain deeply personal to him and to the communities he serves.
